                <p>A warming trend begins today that will bring us to our warmest temperatures of the spring (so far) by the end of the weekend!</p>

                <p>Friday begins with a few areas of low stratus clouds over some of our sheltered mountain valleys. This will clear quickly in the late morning as we see ample sunshine and temperatures warm quickly. Skies will be partly sunny in the afternoon with highs ranging from the upper 40s to near 60 degrees.</p>

                <p>The region will experience a warming trend through the weekend, with Monday temperatures peaking in the low 70s. A cold front arrives on Tuesday, bringing some gusty winds and lowering temperatures significantly for the middle of next week.                 <p>SPOKANE, Wash.-- A Spokane man was arrested for sexual exploitation of a minor and a judge said there are multiple victims in the case.</p>
                <p>Even though he was arrested here, the charges are from Iowa.</p>
                <p>Obet originally but is also charged with enticing a minor under 16 and prostitution.</p>
                <p>Jally's lawyer said he's been living in Spokane since 2021, but a LinkedIn profile matching his name indicates he was working as a para-educator for a school district in Iowa previously.</p>
                <p>A public database shows he was employed as an aide for Spokane Public Schools from 2021-2022.</p>
                <p>This week, he was arrested by Cheney Police at an apartment complex there.</p>
                <p>The judge set his bail at $100,000 and said there is a risk to community safety if he was released.</p>
                <p>The judge also noted Jally did not appear in court for the warrant in Iowa.</p>
                <p>Jally's family was in the courtroom today and said they were unaware he had picked up any of these charges.</p>
                <p>They asked the judge if Jally knew about the charges before he was arrested.</p>
                <p>Commissioner Anthony Rugel responded, "what I can tell you is the documents indicate that he had in fact been charged, so it's likely that he did, but I can't say for sure."</p>
                <p>For now, Jally's lawyer said he will be fighting extradition back to Iowa.</p>
                <p>KXLY reached out to the county court in Iowa where he was charged originally, but haven't gotten any further details on his case.</p>
                <p>Jally is expected to be back in court on the 17th.</p>

                <p>SPOKANE COUNTY, Wash. — Nearly 100 automated license plate reader cameras that helped Spokane County law enforcement arrest hundreds of suspects and recover stolen vehicles have gone dark after Sheriff John Nowels temporarily disabled the entire system due to concerns about a new state privacy law.</p>
                <p>The sheriff's office shut down all of its ALPR (Automated License Plate Recognition) cameras, also known as Flock cameras, because of uncertainty about how to comply with new legislation that establishes rules for how the surveillance technology can be used.</p>
                <p>"There are a lot of nuances written into the law. Some of it intentionally, some of it unintentionally. That has made it so we could not continue to operate the system with confidence that we wouldn't be violating some of the provisions in the law," Nowels said.</p>
                <p>The new law was designed to protect driver privacy by setting strict parameters around what the cameras can be used for, where they can be placed and how long data can be stored. However, Nowels said the regulations prevent his department from using the cameras at full capacity.</p>
                <p>"Before you could run the search for any misdemeanor crime, missing persons, you know, we could run searches against a database that was generated from information provided in NCIC, which is the National crime database," Nowels explained. "This new legislation specifically prohibits us touching NCIC to do any searches."</p>
                <p>The law also restricts camera placement, prohibiting the devices on or near schools, churches, courts and food banks. But Nowels said the vague language around these location restrictions creates additional confusion for law enforcement.</p>
                <p>"Nobody has and is going to define what the vicinity means. Is that 50 feet, is it 100 feet? Is it 100 yards? We don't know. And those are the problems that we're running into with this legislation," he said.</p>
                <p>The sheriff's office is now working with its legal team to understand the new guidelines and determine how to get the cameras operational again. However, there is no timeline for when that might happen, and some cameras may be permanently shut down.</p>
                <p>The impact of losing the camera system could be significant for public safety. The sheriff's office says between 2023 and 2026 the ALPR cameras helped arrest 521 people and track down 268 stolen cars.</p>
                <p>"We're going to go back to where we were five years ago, where we may not be able to identify people who have committed serious crimes in this community as quickly or maybe even not at all, because the lack of information is here," Nowels said.</p>
                <p>Other law enforcement agencies in the area are taking different approaches to the new law.</p>
                <p>Liberty Lake and Airway Heights police departments also use ALPR cameras. While Liberty Lake police said they are having conversations with lawyers about compliance, their cameras remain operational for now.</p>

                <p>SPOKANE, Wash. — A Spokane County judge sentenced a woman to nearly three decades in prison Thursday for the murder of her father, approximately one month after she was found guilty.</p>
                <p>Alyssa Bradburn, 33, received a 28-year prison sentence for shooting and killing her father Timothy in June 2024. Judge Julie McKay also imposed a no-contact order preventing Bradburn from ever contacting her brother, Trace Bradburn.</p>
                <p>During the sentencing hearing, Trace Bradburn spoke about the devastating impact of losing his father.</p>
                <p>"I just have to live my life with that ... and it just guts me every day," he said in court.</p>
                <p>Trace Bradburn also defended his father's memory against his sister's initial claims of abuse.</p>
                <p>"The false accusations made against him have deeply tarnished his memory and that is devastating to me because my dad was an amazing man and he never did anything to hurt anyone," he said.</p>
                <p>The case revealed disturbing details about the premeditated nature of the crime. Bradburn journaled about planning to murder her father for three weeks before the killing and even practiced firing a gun. She called 911 immediately after the shooting and turned herself in to authorities.</p>
                <p>Initially, Bradburn told police her father was abusive to her and her dogs, claiming she acted in self-defense. However, she later withdrew those claims. Bradburn has no prior criminal history.</p>
                <p>"Unfortunately, the crime Ms. Bradburn decided to start her criminal history with is the most significant and serious that we have," Judge McKay said during sentencing.</p>
                <p>Prosecutors argued for a sentence at the higher end of the guidelines, citing the deliberate and premeditated nature of the crime.</p>
                <p>"The evidence that was presented during this trial demonstrated an extreme and elaborate degree of planning," said Emily Sullivan, deputy prosecuting attorney.</p>
                <p>Bradburn's defense attorney sought a lesser sentence, pointing to his client's mental health struggles.</p>
                <p>"Ms. Bradburn suffers from a state where she sometimes blurs fantasy with reality," said defense attorney Brian Raymon.</p>
                <p>Judge McKay ultimately delivered a mid-range sentence of 280 months, plus a 60-month firearm enhancement. Bradburn must also complete three years of community custody and pay more than $4,500 in restitution.</p>
                <p>At times during the sentencing hearing, Bradburn could be seen smiling. When given the opportunity to make a statement, she declined.</p>

                <p>SPOKANE COUNTY, Wash. -- Spokane County took a large step today in helping the area's behavioral health and substance use issues.</p>
                <p>County officials broke ground on the new Prevention, Assessment, Treatment, and Healing Crisis Relief and Sober Center (P.A.T.H.).</p>
                <p>The new facility is located on Cedar Street and Boone Avenue. It will provide 23-hour crisis relief care as well as sobering services.</p>
                <p>It's an expansion to the existing Stabilization Center and Alternative to Incarceration programs. That facility has already provided services to nearly 7,000 people since 2021, according to the county.</p>
                <p>This new building will consolidate Spokane County's care to one operation and streamline services as the Spokane County P.A.T.H. Diversion and Recovery Center.</p>
                <p>"When an individual is in crisis, they often get lost in a complex system -- either in the criminal legal system or they find themselves in an overburdened ER," said Spokane County Community Services Department Director Justin Johnson.</p>
                <p>P.A.T.H. is funded through federal, state, and local sources including opioid settlement funds and local sales tax.</p>
                <p>The facility is expected to open in spring of 2027.</p>

                <p>"We want people to come in here, relax, and really get a feel for the capys and the whole café experience of it all," Ginger Harris said. She and her son, Jace, developed the idea over the last six weeks. The family has spent weeks developing the concept, which has generated excitement in the community.</p>
                <p>"We just listened to our community, and they said they wanted a unique experience," Jace Harris said.</p>
                <p>The café creates what the owners believe is a rare offering in the United States that cannot be found anywhere else in the region.</p>
                <p>Guests book timed sessions that include selecting drinks from a Brazilian-inspired menu and receiving feeding cups to interact with the capybaras. The café's current capybaras are still babies, meaning they could grow to more than quadruple their current size over the coming years.</p>
                <p>"We really get to enjoy the time we get to spend with them while they are little, and learn their personalities. It is incredible," Ginger Harris said.</p>
                <p>The Harris family said they are still working on naming the capybaras. Capy Hour Café operates Friday through Monday. The owners recommend booking appointments in advance as sessions are filling up quickly following their opening.</p>

                <p>SPOKANE, Wash - STCU will soon begin construction on its 52nd branch location, this one on the site where a US Bank burned down in 2024.</p>
                <p>An equipment malfunction caused a fire that destroyed the bank branch on 29th Avenue in Lincoln Heights.</p>
                <p>STCU bought the site earlier this year.</p>
                <p>It will have a lobby, two drive-through lanes and a walk-up ATM.</p>
                <p>The Lincoln Heights location will be the 20th STCU branch in Spokane County.</p>
                <p>"We love branching out to serve new and existing members in communities that might otherwise lose the opportunity for face-to-face interactions with a local financial institution," said Lindsey Myhre, STCU President and CEO. "At the same time, we will not overlook our many members right here in Spokane, where STCU got its start 92 years ago."</p>
                <p>Construction is set to begin this month with the location opening late this year or early next year.</p>

                <p>Plan Your Thursday</p>
                <p>Thursday brings wet and breezy conditions as the system that arrived on Wednesday continues to impact us. A rain/snow mix is possible in the morning in high elevation and/or northern communities. A little bit of graupel/ snow pellets is possible everywhere through the day. Snow is unlikely to stick except around mountain passes and a few highland areas in the central panhandle.</p>
                <p>The wet weather begins to wrap up for good this evening. Breezy winds up to 35 mph will sweep across Eastern Washington in the afternoon as well, and high temperatures will remain cooler than average in the 40s.</p>
                <p>What We're Tracking</p>
                <p>Drier air arrives Friday before a ridge of high pressure builds over the weekend. This results in a significant warming trend with temperatures climbing well above normal. Highs will reach the upper 60s to mid 70s on Sunday and Monday. The next chance for showers will be Tuesday night at the earliest. Enjoy the beautiful spring weather!</p>

                <p>SPOKANE VALLEY — With Spring Break just around the corner for Spokane public schools, looking for camps can become last minute.</p>
                <p>The Warehouse in Spokane and Spokane Valley's Parks and Recreation Department are both hosting Spring Break camps with available spots.</p>
                <p>Jared Tikker, owner of The Warehouse, said his facility maintains flexibility for last-minute registrations.</p>
                <p>"We've got a great and willing staff that's ready to work, so we'll take kids all the way up until the morning of so people can register all the way until the morning of," Tikker said.</p>
                <p>Spokane Valley's Parks and Recreation's camp only have six spots left.</p>
                <p>"We've got just a handful of spots left. So, for those families who are interested, we really encourage them to register today," said Jill Smith, Spokane Valley Communications Manager.</p>
                <p>The two camps offer different experiences for children during the school break. The Warehouse focuses on sports activities, with popular options including dodgeball, scooters, and a fan favorite, nerf gun wars.</p>
                <p>Spokane Valley's Parks and Recreation include outdoor education and creative activities in their camp.</p>
                <p>Most Spring break camps in the area charge $200 or more for the week-long programs.</p>
                <p>The Spring Explorer's Camp costs $180 per camper and camp hours are from 9 am to 4 pm.</p>
                <p>The All Sport's Camp in Spokane costs $279 per camper. Their hours run from 9 am to 3:30</p>
                <p>Both camps offer earl drop-off and pickup.</p>

                <p>SPOKANE, Wash. — The Spokane Police Department has launched a new partnership with Mujeres in Action to improve public safety and build trust within the Latino community.</p>
                <p>The city has reallocated $120,000 in police funds to the nonprofit, which helps Latino domestic violence survivors. The money will fund training programs for officers on how to better assist domestic violence victims and Latino community members.</p>
                <p>"They very much specialize in a certain vulnerable population, that being Latino or immigrant population, and that's a population that historically, we've struggled to gain trust and legitimacy with," said Police Chief Kevin Hall.</p>
                <p>Mujeres in Action Executive Director Ana Trusty said many Latino community members don't feel comfortable calling police due to past experiences.</p>
                <p>"Coming from the communities that we come from, we don't really have that knowledge or we're not trusting of the systems. And rightfully so, there's a lot of unjust tactics that are used," Trusty said.</p>
                <p>The partnership will share resources with police and address language barriers affecting immigrant communities.</p>
                <p>"A lot of resources that we hope to be able to share with the Spokane Police Department so that when they're seeing a victim or a survivor, they can, you know, they have a way that they can help," Trusty said.</p>
                <p>Hall said the training will benefit all community members, not just the Latino population.</p>
                <p>"Regardless of the population, it's a trauma-focused training and therefore they'll be able to use the training in almost all their calls for service," Hall said.</p>
